The authority given should be sufficient for the DSOs to help the HOD in developing and implementing the necessary safety programs. For example, the DSOs should have direct access to the HOD on safety matters and be given the authority to carry out the safety directives from the HOD.

Such authority should be clearly specified in appropriate documents, e.g. in the Safety Manual promulgated to all staff in the Department.
