Talk to the DSOs and their deputies/assistants to verify if they are aware of the specific safety responsibilities assigned and the authority given to them in carrying out their duties.

Also verify by asking  the opinions from the HOD and other staff members who have contacts with the DSOs and their deputies/assistants.
