"Training reviews" should best be conducted by respective supervisors who have good knowledge about the works and training needs of their staff. Check if there is such an assignment (safety training review) for supervisors. If there is such an assignment, also check with individual supervisors to see if they have actually conducted the reviews, and how such reviews have been conducted.
